New Littering Penalties: Community Service and RM2,000 Fine to Begin This Year
Starting this year, those found guilty of littering will receive community service orders of not more than 12 hours and be fined RM2,000.

The Housing and Local Government Minister, Nga Kor Ming, said the sentences are expected to be implemented this year. He also added that repeat offenders might be required to wear unique uniforms while cleaning streets, drains, and other public spaces.
As reported in The Star, Nga said the new law is expected to be approved by March 6 after the Parliament session. Once passed, it will be gazetted and implemented nationwide.
The new rule was billed as an education campaign to raise public awareness of cleanliness. It also ensures Malaysia remains clean ahead of Visit Malaysia 2026, which is expected to attract 35 million tourists.
“This law will be enforced this year as we want the tourists to have a good impression of the country."

"Repeat offenders must assist local councils by sweeping streets, cleaning drains, and even washing public toilets with a maximum penalty of up to 12 hours. If you litter, be prepared to serve a community service sentence and an RM2,000 fine,” he said.
