According to a report in Reuters, this decision was made by the country’s cabinet recently.
The report said in case the vaccines cause health damage to the public, the cost of treatment will also be borne by the government, as written on a document on the health ministry’s website.

Enough for everyone
Japan Prime Minister Yoshihide Suga had said that there would be enough vaccines for the public by mid-2021.
They seem to have everything figured and we hope all goes as planned.
