More detailed SOPs relating to the conditional movement control order (CMCO) in Selangor, Kuala Lumpur and Putrajaya were released by officials on 13 October.

Questions were still aplenty though, especially when it came to sports and recreational activities.

Good news is that the Youth and Sports Ministry has released a list of frequently asked questions and hopefully it puts all doubts to rest.

The list of frequently asked questions

1# Am I allowed to undergo sports and recreational activities throughout the conditional MCO period?

Yes, sports and recreational activities are allowed during the CMCO period in Selangor, Kuala Lumpur and Putrajaya can be done individually but not more than 10 people at a time, done in an open space, does not involve contact sports and adheres to existing rules and regulations including permission to use the facilities and other public sporting facilities by the local council.

2# When does the CMCO in Kuala Lumpur, Putrajaya and Selangor take effect?

The CMCO in Kuala Lumpur, Putrajaya and Selangor starts from 14 October until 27 October.

3# Are the SOPs for sports and recreation for the CMCO in Kuala Lumpur, Putrajaya and Selangor same as that used in Sabah?

No. The SOPs in this FAQ only apply to the CMCO in Kuala Lumpur, Putrajaya and Selangor. The SOPs for Sabah are subject to the consideration of the state authorities.

4# What is restricted under the Sports and Recreation SOP during the CMCO period?

Prohibited activities include indoor activities, swimming, physical contact sports/activities, team sports, sporting competitions and tournaments.

5# I am an operator of a gym and fitness centre at a shopping mall in Kuala Lumpur. Can I allow my customers to use the facilities at my premises to exercise?

No. Members of the public are not allowed to participate in sporting and recreational activities held indoors, including those organised by private companies throughout the CMCO period. However, business operators can conduct economic activities that are not related to sporting

activities, such as product sales or registration of new members and others.

6# I am a coach of a community football team based in Selangor. Am I allowed to go ahead with plans to hold a friendly match at a commercial field located in Kuala Lumpur during the CMCO?

No. Any form of sporting and recreational activity that involves physical contact is not allowed during the CMCO period.

7# Am I allowed to exercise within the compound of my gated and closed home?

Yes. Sports and recreational activities that are conducted alone or together with individuals that live in the same house is allowed.

8# I am a public sports facilitator at an apartment in Putrajaya. Are facilities such as swimming pools and gymnasiums allowed to be opened for residents and tenants to use?

No. Sports and recreational activities that involve sporting facilities within an indoor area such as a gymnasium and public facilities such as swimming pools are included in the list of restricted activities under the CMCO.

9# Our e-sports association has planned a national e-sports tournament from 17 October to 18 October. Are we allowed to go ahead with the competition?

Yes. The organising of online sporting activities especially e-sports is allowed throughout the CMCO period. Participants must be located in their respective homes.

10# I am a participant of a virtual running event from Negri Sembilan and I plan to run at a park located in Kuala Lumpur on 25 October. Am I allowed to do that?

No. Interstate movements which involve crossing Negri Sembilan into a CMCO area for physical sporting activities is prohibited.

11# ​Our sporting association plans to hold its annual general meeting on 17 October at a hall in Selangor. Can we go ahead and do that?

The annual general meeting should be held online. Meetings that involve a large number of individuals are not allowed throughout the CMCO period.

12# I am planning to organise a cycling activity with family members near my house. Am I allowed to do so during the CMCO period?

Yes. Individual cycling activities that do not involve more than 10 people at an open area is allowed throughout the CMCO period. The activity can only be done within the same district.

13# About eight of my friends have invited me to an aerobics session at an open space near the hall of our housing area in Selangor. Is this allowed?

Yes. Sports and recreational activities that involve not more than 10 people are allowed. Physical distancing rules must be adhered to. Keep a distance of between three to five metres.

14# How about the organising of sporting activities such as football leagues during the CMCO period?

Any form of matches, competitions or tournaments throughout the CMCO period is not allowed. The organisers must reschedule matches to another date, and this will depend on the instructions issued by the government from time to time.

15# I am an employee that handles administrative work for a National Sports Association based in Kuala Lumpur. Am I allowed to be present at work during the CMCO?

Yes. Office operations and administrative work that does not involve sports and recreational activities is allowed throughout the CMCO period. However, it is highly encouraged that you work from home.

16# I live in a state or area that is not under CMCO. Am I allowed to partake in sporting and recreational activities?

Yes. Sporting and recreational activities are allowed in areas that are not under the CMCO. Every individual must adhere to the SOPs on sporting and recreational activities set by the National Security Council.
