In an attempt to explain about the sudden increase in COVID-19 cases, the Prime Minister basically blamed cross border infections for the rise in cases in Sabah and went on to talk (at length) about how he strictly followed the SOPs but noticed how many did not.
Spoilet alert: There were no apologies involved.
After going on about how there was no choice but to hold the election in Sabah and his experience there while following all SOPs, he then stated confidently that there were "no double standards" when it came to enforcing the SOPs set in place.muhyiddin is so talented! he’s mastered the art of talking so much but saying absolutely nothing at all

70% repeating DG Hisham
20% blaming others but himself
10% self praise and in denial
Netizens had quite a lot to say about this comment too.

Talking nonsense like ‘there’s no double standard’. We should not allow politicians to treat us like we are stupid.

Basically what Muhyiddin said in the press conference:
— atsumu miya enthusiast (@nanadewdrops) October 6, 2020
Bla bla bla not my fault, not the politicians fault bla bla bla stop pointing fingers to the politicians, bla bla bla there's no double standard in terms of SOP bla bla bla, I'm in quarantine right now, praise me.
they’re not even trying to hide it anymore. i’ve not seen one politician getting fined even when there are pictures of them campaigning without their masks on. the politicians basically caused this so why not give them the same treatment? “no double standard” my ass. https://t.co/xmfSxbZbjf

Rotan baru tau!
And then comes the most "memorable" portion.
While advising the people to strictly adhere to the COVID-19 SOPs, Muhyiddin suggests that he may resort to a more stern approach by jokingly saying this:
"Maaflah jika Abah ini mula menggunakan rotan! Marilah kita hadapi perang menentang Covid-19 secara bersama."
Which roughly translates to...
"Forgive me if Abah (referring to himself) starts using the cane! Let's face this war against COVID-19 together."
Rotan? Abah? Here's what netizens had to say:
Maaf jika Abah perlu guna rotan. Dei, you should not say that to the rakyat. What about the buffoons who attended the Oct 3 meeting? What about those who campaigned in Sabah? I am sorry, your address was not reassuring at all. I am livid with what you said! #COVID19Malaysia

Folks our prime minister has sunk to Freudian levels of paternalistic leadership.

Choose your rotan everyone as what Abah PM Muhyiddin said, we will rotan those who disregard the SOP ( read : politicians and ministers ) . No more double standard ok! pic.twitter.com/aCdTbBdFUz

Dear god, if there were ever a time to abolish the family it's now when the Prime Minister refers to himself as abah and says he has to rotan us.
— Deborah Augustin (@dbgermane) October 6, 2020
We still cannot understand the content and the way it was presented to the people but the facts are, today we had 691 new COVID-19 cases and four deaths.
One of them included a 1-year-old baby girl.
That's NOT a joke and most of us would just rather have stern, fair and stricter enforcement to control the spread and help bring the numbers back down again - without the need to use a rotan.
What do you guys say?
