A Malaysian man was sentenced to eight years’ imprisonment and six strokes of the cane after he pleaded guilty to raping a domestic worker in Singapore minutes after witnessing her being allegedly sexually assaulted by another man.
According to court documents, the incident took place on 26 May, 2024. The victim, a 32-year-old woman from the Philippines, was on her day off. She had consumed several cans of beer during the afternoon and evening in an open field opposite Hotel Mi Rochor along Short Street.

She was later approached by Anbazhagan Sivamurugan, a 34-year-old Indian national, who raped her.
Court documents stated that the Malaysian national, Harvin Velanggany, 24, who was working as an odd-job labourer in Singapore, was looking for a place to sleep when he witnessed the assault.
When he went closer, Harvin noticed that the victim was “very drunk” and that she told him Anbazhagan was forcing her to have sex and that she did not know him.
“Don’t worry, I have a condom.”
Took advantage of the victim
After the first man left the area, the victim realised she had lost her phone and began searching for it. She later said she was worried the assault might have left her pregnant.
However, instead of helping her, Harvin decided to take advantage of her vulnerable state.

Court documents stated that Harvin told the victim “not to worry” because he had a condom. Confused, the victim said she was referring to Anbazhagan, but Harvin retrieved a condom anyway and put it on.
He then overpowered the victim and pinned her down. She tried to fight him off but was unsuccessful.
After raping her, Harvin went through the victim’s bag and stole some cash. He later returned the money after she confronted him.
The victim eventually sought help at Hotel Mi Rochor, where a staff member called the police to report the incident.

The following morning, the victim was taken to KK Women’s and Children’s Hospital, where she was found to have suffered a scratch on her back, redness on her chest, and small lacerations to her genital area.
She later tested negative for sexually transmitted diseases. Her medical expenses, amounting to SG$1,047, were fully paid by her employer.
Harvin was arrested a few days later, on 28 May, 2024, and remained in remand until his sentencing on Monday (13 April). Anbazhagan’s case remains before the court.
