The grainy CCTV footage in the cover photo shows an MBPJ officer and a man in a tussle and it's an image that has made waves around the Internet recently. If you've seen the headlines and you're wondering what this is about, this cheat sheet is for you.

What happened?

The incident was first posted to Facebook by user Rekha Morgan who encountered the scene as she was driving by on 22 March 2023. In the post, she shared that around 9pm she witnessed the incident along Jalan 18/17 Taman Kanagapuram.

She witnessed 6 or 7 MBPJ officers threatening an elderly man with animal tie rods (you know those sticks with a noose around the end). The officers were trying to confiscated the dogs and the man who was the owner of the dogs was defending them and preventing their capture.

The altercation left the man with a swollen jaw and cheek and cuts to his wrist. The post was accompanied by CCTV footage and has been shared 1500 times with 405 comments so far.

What do we know?

The owner of the dogs known as Uncle Khoo, lives in the factory where the dogs were captured and he mentioned that they were his "companions" on the factory grounds. In an interview with Malaysia Independent Animal Rescue he revealed that MBPJ did not provide any warrants and there were no warnings before they raided his factory.

2 dogs and 1 puppy was taken away in the raid and as of 25th March, they were in captivity at PAWS Ara Damansara.

When asked if there had been complaints about the dogs in the factory grounds, Uncle Khoo says that they were in an enclosed area behind the factory away from the nearby housing area. He believes that they were not a menace to the residential area and was surprised at the raid.

What is going to happen to Uncle Khoo now?

In a report by NST, the 69-year-old will face charges in the PJ magistrate's court under Section 186 of the Penal Code for obstructing a public servant in the discharge of his or her public functions.

In another report by NST, Petaling Jaya member of parliament Lee Chean Chung has responded to the incident and urged the Petaling Jaya City Council (MBPJ) to investigate the confrontation between a senior citizen and its enforcement officers, fairly and transparently.

Unfortunately, MP Lee has not been able to do anything aside from professing his solidarity with Uncle Khoo. An internal investigation has also been launched by MBPJ against the officers responsible for the incident.

Uncle Khoo has also lodged a police report against the alleged assailants and lawyer and activist Rajesh Nagarajan who is part of the group Lawyers for Animal Rights said in an interview with NST that "The officers have committee a criminal offence based on Section 324, and should be remanded immediately. This is not a normal assault and battery because they had used weapons against the victim and his dogs.
